Yes, but the timeframe in which customers are able to do so will be severely limited.
On the legacy Cloud Solutions Provider platform, licence subscriptions could be cancelled as and when required. As part of the new New Commerce Experience program, customers will have '168 hours' (one week) to cancel any subscriptions.
